It is an exciting and challenging time in the energy world. In 2008, state and local governments and the utility sector spent $5 billon on energy efforts. And in 2009, stimulus funding appropriated about $37 billion for renewable energy, smart grid, and energy efficiency programs including $11 billion for state and local energy programs: $5 billion for Weatherization Assistance Program; $3.1 billion to the State Energy Program; and $3.2 billion to the Energy Efficiency and Conservation Block Grant program. This is a staggering increase with exciting potential.
